“Welcome to the Pirate101 Rogue’s Gallery. Subject, Phule. Without a doubt the most enigmatic member of the Armada’s inner court, no one has ever truly figured out Phule’s true function within the Armada. He is neither general nor admiral, though he has captained Armada fleets and armies. He is no spymaster, yet he has performed espionage and been involved in the deepest of Bishop’s intrigues. He is the ultimate wild card, appearing in the most unlikely of places from the Great Halls of the Palaces of the Spiral to the humble backwaters of Skull Island.

Phule’s motivations have never been easy to guess. Often he seems to operate purely out of whimsy and caprice and has even been observed indulging in uproarious laughter upon the failure of one of his fellow court members’ schemes. It has been noticed that Phule shifts allegiances faster and more often than any other court member – and some have wondered (quietly and away from the ears of the Armada, of course) whether or not Phule is merely a tool of Kane himself, used to keep Kane’s power intact by keeping his rivals off balance.

One thing few dispute, however, is Phule’s sanity, or rather the lack thereof. The Clockwork speaks in two different voices, shifting back and forth between twin personalities who are as antagonistic toward each other as they are to any enemy. Phule’s inscrutable motives are usually just dismissed as the byproduct of his derangement, though the most paranoid Valencian intriguers wonder if Phule’s antics aren’t just a clever act, hiding a method behind the madness.

Phule’s origins, like so many of the Inner Circle, are a mystery. Some say that Phule’s existence predates that of Kane himself, the jester was a flawed prototype that was improved upon to create the Armada’s leader. Some have said that Phule’s dark side represents Kane, and that the lighter side of his mask embodies a different, benign aspect of the Armada’s past; an aspect long since abandoned in the rush to conquest and automation.
