Mickey Dugan is the Town Crier of Skull Island. Working under Captain Horace Avery as part of his organization, he makes announcements in Avery's Court. Hailing from Jonah Town, Dugan grew up with a knack for overhearing the tales of travelers who came in and out of the town, which he used to his advantage spreading news and rumors. After talking about gossip he head heard from Gullet, he was forced to flee from Jonah Town on a merchant ship from Marleybone and ended up on the Isle of Dogs. In his new homeworld, Dugan befriended publisher Richard Outcault, and he worked for Outcault's popular news sheet, first as a delivery boy and then as a rumor monger, hunting down stories for his boss to print. However, he eventually would have to flee back to Skull Island when Outcault's news sheet published a story containing rumors that Dugan had helped publish, embarassing a Peer of the Realm. He then found employment with Captain Avery, who needed someone to keep an ear to the ground.

Early life[]
Mickey Dugan grew up as a humble orphan in Jonah Town. He had a knack for overhearing interesting tales from travelers far away. Dugan made a name for himself by spreading news and rumors around town, which he would often get some reward for. Dugan overheard some gossip from Gullet, however talking about it earned him the wrath of the Frogfather, and so he fled Jonah Town on merchant ship from Marleybone, and ended up on the Isle of Dogs.[1]
In Marleybone, Dugan would befriend Richard Outcault, the publisher of a popular news sheet. He worked for his new friend's business first as a delivery boy, before climbing the ranks to a fully-fledged rumor monger where he would hunt down stories for his boss to print. History unfortunately repeated itself when Outcault's news sheet published a story containing rumors Dugan helped publish embarrassed a Peer of the Realm.[1]
Working for Horace Avery[]
Dugan quickly fled Marleybone and made his way back to his homeworld, Skull Island. Upon returning, Dugan found employment with Captain Horace Avery, who had need of someone that could keep an ear to the ground.[1]

Following the defeat of the Amber Horde and Lo Pan, Lord Chagatai sent a message to the Pirate through Mickey Dugan for them to come and handle the situation with Moo Manchu.[2]
